He doesn't want commercial licenses , He was looking for a very basic license to put some games on his website, something like what code canyon offers , for example. This is essentially one of the big factors that killed FGL. Bad games from worse devs and dodgy vulture-like sponsors drove prices down in a race to the bottom.
