Hi, there is no franework that is best for X feature or game type. You need to test some and find that feels best for your code style and supports features you will need  e.c. I would suggest to start with frameworks that you already know (phaser is good for start) Also can check RPG Maker but i havent used it so cant comment on it. Depends also on that where game should run (web mobile desktop) and do you care about programming language.

Isn't RPGmaker MV tailored towards making RPG games specifically for html5 and mobile platforms that support touch features???

Although it is probably more advantageous to make it from as "scratch" as possible such as phaser or a more generalized game engine than RPGmaker MV. Since it specializes specifically in RPG style games, its rigid and incapable of making any other game type without extraneous work.  PLUS, if you are looking to put adverts in your RPG game, I hear MV is having problems with that, or that it is highly difficult to add into the game.
