Hi Alinah,

Converting images to PDF is super-easy. You can use any PDF converter tool for this purpose. However, do not go for the free onlines ones because these require you to upload your personal photos onto a cloud server or something and there is no gurantee when the images will be deleted from the tool's server. Use any PDF tool that can convert images to PDF and apply password to the PDFs on your desktop or laptop. 

You can go for Adobe but looking at the cost factor, I suggest other tools like  Systweak PDF Editor or Advanced PDF Manager that won't burn a hole in your pocket and get the job done.
