Color gun

What would be the best alternative for me if I would make a game that basicly is running around with a gun that shoots color and coloring as much of the map as possible? First, should I go for a 2d or 3d engine? Should I go for some particle system as an overlay on the map objects or should I go for some real time sprite/texture transformation? I need preformance in this and need to update other clients with the change as well.

All tips are greatly appreciated!
