Any idea why I am getting this error?

1. Uncaught NetworkError: Failed to execute 'send' on 'XMLHttpRequest': Failed to load 'file:///C:/Users/Oliver/Pictures/project%20powerm/as.pm%20files/HTML%20Build/media/pmSPRITESprite.json'.

I am trying to load a JSON spritesheet and this is the errors that I am getting. Is it a problem grabbing information from the JSON file or is it a syntax error in the JSON file? How can I fix this? Do I need to setup a server or something? Is there a way I can avoid setting up a server.
