displacement Filter posistioning

Could someone explain to me how the displacement filter's position is set?

If I apply a displacement filter to a DocumentObjectContainer and then move that DOC's position.x or y, then the displacement filter that's applied to it doesn't move with it.

It's like the displacement filter is a piece of wavy glass sitting on top of the objects that it's applied to. You move the objects underneath the glass. I'd like for the "glass" to move WITH the objects when I drag them around.

However, I can't figure out how to do this. Especially when the objects that I apply the filter too have their scale adjusted on mouse wheel. There is no "Scale" on a displacement filter other than to adjust just how much displacement happens.

The result is supposed to be water with a displacement filter. The water is draggable on mouse move and can be zoomed in and out on mouse wheel. I would like for the displacement filter to follow suit.

Any suggestions?
