There's a whole example page here: http://phaser.io/examples/v2/category/filters

It's relatively simple, you just add the filter to the world.  Phaser (at least until v3) uses Pixi under the hood, so the same kind of filters can be written for Phaser, they just need to be added in a slightly different way.
