 You've got 2 options:

 

 1 - setup a webserver and browse from the Surface 2

 2 - copy your asset on a USB key and drag'n'drop them into the sandbox in IE11 on the Surface 2. :)

Can you test javascript in the Sandbox? It looks like mainly model browsing?

p.s., I wish Microsoft would come up with a development environment for Windows RT.  Maybe Visual Studio RT--initially only support HTML5/Css/Javascript apps (and Babylon!).
