Base Construction

Hello internet, I am looking to make a game in which you construct a base (similar to fallout shelter) where you place rooms down, each of which have their own uses, produce different resources, etc.  What I was wondering was if this was achievable through the tilemap feature of Phaser, or is this done through a different part of this framework (or a different framework)?  Not all of the rooms will be the same size/proportions, so simply scaling a normal tilemap up in size won't exactly work.  I also considered not usng the tilemap at all, and just use normal sprites with a snap-to-grid feature to lace the rooms, but I am not sure how to do this either.

Any help is appreciated, hopefully this game will be out soon!  Thanks!
