I think, looking at the basics you want to implement, it will be easier/quicker/cheaper for you to learn using Construct and Tilemap editor (here the link: https://www.mapeditor.org). What you want to implement is relatively easy and is not worth paying someone. And i just offered help but i dont do interfaces much its not my level with tilemanager and rpg maker or construct why dont you just help him out then instead of pointing fingers "how its done" unless you released games and done ton of jobs and ofc work for free...
