I start with a 320x480 (or 480x320) and use css scaling in my game loop to detect viewport size in mobile. the stuff looks pretty good on most things i've tested with (iphones, ipads, windows surface, android tablet..etc..) and the only thing it doesn't work that great in is android's default browser which drops to around 15-20 fps but is still playable.

a good read for me was phoboslabs' write-up on making his game X-Type work on mobile. http://phoboslab.org/log/2012/06/x-type-making-of
